Balcony remediation and what the assessment has to cover
Balconies fail more often than any other element of a residential building, and the reason is consistent. They are exposed on every surface, they are a cantilever, and their waterproofing has a shorter life than the structure it protects.
By the time a balcony is being discussed at a strata meeting, water has usually been getting in for years.
The mechanism
A cantilevered balcony slab carries its load back into the building, which means the top reinforcement near the support is doing the work. That reinforcement is the closest steel to the surface water sits on.
Water penetrates the membrane, reaches the concrete, and eventually reaches that steel. Steel corrodes, and corroding steel expands to several times its original volume. That expansion cracks the concrete from the inside, which spalls, which lets in more water.
The visible symptom, rust staining and concrete falling off the edge, is the late stage of a process that started when the membrane failed.
What the assessment establishes
Extent, not just presence. Delamination surveys, cover meter readings and where necessary breakout to expose the reinforcement establish how much of the slab is affected and how much section loss the steel has suffered.
Cause. A membrane at end of life is a different repair to a drainage detail that has been pooling water at the door threshold since construction. Repairing the concrete without correcting the cause buys a few years.
Capacity. Where reinforcement has lost section, the question is whether the remaining steel carries the design load. That determines whether the repair is patching, supplementary reinforcement, or replacement.
Balustrade fixings. These are frequently in worse condition than the slab, and they are a life-safety item. They get assessed as part of the same exercise.
Why patching alone keeps failing
Concrete repair has a specific problem. Patching a spalled area with a repair mortar can create an incipient anode: the newly repaired section becomes electrochemically different to the surrounding concrete, and corrosion accelerates immediately adjacent to the patch.
That is why repairs that looked fine at handover show fresh spalling around the edges of the old patches two years later.
Doing it properly means removing concrete back beyond the contaminated zone, treating or replacing the steel, using compatible repair materials, and considering whether cathodic protection is warranted on a badly affected structure.
The order of work
Establish the cause. Assess the extent and capacity. Design the repair, including the drainage and waterproofing correction. Then price it.
The sequence that produces disputes is pricing a repair from a visual inspection, starting work, and discovering the affected area is three times larger once the surface comes off. On a strata building that is a special levy conversation nobody wanted.
Where engineering sits in it
A remediation contractor can execute an excellent repair. What they cannot do is tell an owners corporation whether the slab still has capacity, because that is a structural assessment.
Having that assessment first also gives the building a defensible basis for the scope, which matters when the work is being funded by a levy and questioned by owners.
