When Transport for NSW Gets Involved
If your development is adjacent to, or could affect, a classified road, rail corridor, or other transport infrastructure managed by Transport for NSW (TfNSW), you'll likely need to submit engineering assessment reports as part of your development approval process.
This is not optional - it's a condition of consent, and TfNSW takes it seriously.
When Reports Are Required
Common triggers include:
- Excavation adjacent to classified roads - Any shoring or bulk excavation works near roads like Parramatta Road, Victoria Road, Pacific Highway, or any other state road
- Work near rail corridors - Excavation, piling, or construction near Sydney Trains, Metro, or freight rail corridors
- Crane operations over roads - If your tower crane oversails a classified road during construction
- Works affecting road drainage or services - If your development connects to or affects TfNSW drainage infrastructure
What the Reports Must Contain
A TfNSW engineering assessment report typically includes:
Shoring design and analysis - Full structural analysis of the shoring system, demonstrating that the shoring will safely support the road, footpath, and any services within the TfNSW corridor.
Movement predictions - Calculated ground movements induced by the excavation, demonstrating that road pavements, services, and other infrastructure within the TfNSW corridor will not be adversely affected.
Construction methodology - A detailed description of how the shoring and excavation will be constructed, including staging, equipment, and temporary works.
Monitoring plan - A plan for monitoring ground movements, shoring performance, and any effects on TfNSW infrastructure during construction.
Contingency measures - What will be done if movements exceed predicted values or if unexpected conditions are encountered.
The Review Process
TfNSW reviews these reports through their own engineering team or appointed consultants. The review can be rigorous and often requires several rounds of revision. Allow at least 6-8 weeks for the review process, though complex submissions can take longer.
